IT has been operating as an exception since its introduction because the technology was so specialized. But now the technology is becoming more common. We have identified the CIO problem where one person does not have the natural aptitude to manage strategy, systems development, and technology operation. We need to split up IT to be managed effectively as capital, within the whole of enterprise capital.

The highest-worth capital in Information Technology is the information, not the technology. We do not manage our information capital. Instead, we label it as “intangible assets”. Information capital must be managed as tangible assets by those with the ability to create and use the information. Data is business capital that requires knowledge and analysis to model and maintain. Knowledge requires human handling, learning, and development capabilities to manage and utilize, so knowledge is human capital. Records require financial and non-financial record-keeping expertise to support, so records are facility capital. Intelligence requires management research, analysis, and judgment, so intelligence is management capital.

Information capital must be integrated to produce results, so human knowledge, facility records, and management intelligence are integrated by result and performance solutions and accessed through business data to produce results and support solutions.
